The RIO-140 is a L-Tube Universal hardware designed for the Firefly,Dragonfly or E-Dragonfly Next Gen 2.0 Electric Handcycle from Rio Mobility.  This L tube is part of the attachment arms coming off of the Main frame to reach over to your wheelchair.  It is the tubing that connects the center t bar and the attachment brackets of the attachment arms. If some how this component has broken on your Firefly, Dragonfly, E-Dragonfly 2.0 this is where you can buy a replacement part.
